Bush Sounds Ridiculous

What is wrong with this picture? Bush is asked about the border fence. The reporterette wonders if the fence will cause deaths as invaders attempt to cross in less hospitable spots. He says that's why we need a temporary worker plan. It's a total non-sequiter! He is so bent on selling his amnesty scheme that he uses the "temporary worker" talking point incoherently.
