Courtroom Massacre

In Atlanta today, there was a massacre. A huge, psychopathic monster walked into a courtroom, unrestrained. Nicely positioned beside him was a girl with a gun. He simply grabbed her, took her gun and killed several people, including the judge, before waltzing out, hijacking several cars and escaping. You cannot be faulted for believing that the Georgia officials intentionally orchestrated this debacle. If they had, could it have been any more perfectly predicted?
My question; why don't they just hand all felons a gun when they walk into an Atlanta courtroom? Isn't it discriminatory, under the 14th amendment's call for equality before the law, to deny every other criminal the courtesy of a readily available gun that was granted to this defendant?
